Harris County is renowned for its business-friendly environment. This is demonstrated through an array of State and County incentives available to qualifying companies expanding or relocating in the area.

State Incentives

The Skills Development Fund is Texas’ premier job-training program providing local customized training opportunities for Texas businesses and workers to increase skill levels and wages of the Texas workforce. Click HERE for more information.

Texas sales and use tax exempts tangible personal property that becomes a component of a manufactured product for sale and taxable services used on a manufactured product to make it more marketable. Click HERE for more information.

Harris County/Local Incentives

Texas Tax Code Chapter 312 grants local jurisdictions the ability to offer property tax exemptions to attract new industries and retain existing businesses that create new jobs and capital investment. Click HERE for more information.

Provides a property tax exemption on buildings constructed which achieve LEED Certification. Buildings are qualified by value and level of certification. Click HERE for more information.

A “Freeport Exemption” is when inventory and personal property detained in the State of Texas for the purposes of assembling, storing, manufacturing, fabricating and processing is eligible for exemption from ad valorem taxes as long as the property leaves the State within 175 days of being acquired or brought into Texas.  In Northwest Harris County, Aldine ISD, Klein ISD and Spring ISD are qualifying taxing jurisdictions granting the exemption.   To see the full list of jurisdictions in Harris County which offer the exemption, click here.
